“한미정상은 한반도에서 분단의 적대적 관계를 해체하여 지속가능한 평화체제로 나아갈 기반을 마련하라”

한국YWCA연합회와 평화를만드는여성회 등 여성단체들은 20일 오후 1시 주한 미국대사관 인근 광화문광장에서 한미 정상회담에 대한 여성단체들의 입장을 발표하는 기자회견을 개최했다. 입장문에 74개 여성단체와 7개 해외 여성단체가 연서명했고, 한미 당국에 전달할 예정이다.

한편, 문재인 대통령은 미국을 공식 실무방문(19-22일)해 21일(현지시간) 백악관에서 조 바이든 미국 대통령과 만나 양국간 현안과 한반도 정세 등에 대해 협의한 뒤 공동기자회견을 가질 예정이다.

여성단체들은 ‘5.24 평화와 군축을 위한 세계여성의 날을 맞이하여, 2021년 5월 21일 한미정상회담에 대한 여성단체 입장 발표 기자회견문’을 통해 “문재인 대통령 임기 만료 1년을 앞두고 한반도가 다시 평화로 나아갈 수 있을지 아니면 긴장과 불안으로 되돌아갈지 가늠할 매우 중요한 분기점이 될 것”이라며 세 가지 논지를 폈다.

첫째, “4.27 판문점선언과 6.12 싱가포르 합의의 실질적 이행을 위한 구체적 방안을 마련해야 한다”면서 “남북관계 재개와 북미관계 정상화의 출발점은 8월로 예정된 한미연합군사훈련 중단에 합의하는 데서 시작될 수 있다”고 제시했다.

둘째, “미국은 북한과의 대화를 위한 조건을 내세우기 보다는 조건 없는 대화의 문을 열어야 한다”면서 “공석으로 남아있는 대북정책특사를 조속히 임명하여 대북대화를 실질적으로 전개하기 바란다”고 촉구했다.

셋째, “동북아 지역의 공존과 평화 구축에 기여하기를 바란다”면서 “사드 배치 공식화나 새로운 무기 체계의 한국 배치와 같은 지역의 군사적 긴장을 촉발하는 결정이 이뤄지지 않기를 바란다”고 밝혔다.

여성단체들은 “이번 한미정상회담에서 신뢰에 기초한 북미관계의 출발시킬 수 있는 방안을 마련하여, 이를 통해 한국전쟁의 완전한 종식, 북미관계의 정상화, 대북 제제의 해소와 한반도의 비핵화, 나아가 한반도의 모든 주민들이 염원하는 지속 가능한 한반도 평화체제로 진전될 수 있는 기반을 마련하기 바란다”는 입장을 천명했다.

최수산나 한국YWCA연합회 부장의 사회로 진행된 기자회견에서 김정수 평화를만드는여성회 상임대표는 조 바이든 미국 대통령이 지난 4월 15일 아프간 전쟁 종식을 선언하면서 “미국의 가장 긴 전쟁을 끝내야 할 때”라고 언급한데 대해 “아직도 70년 가까이 정전 상태로 있는 한국전쟁은 무엇이냐”고 반문하고 “잊혀진 전쟁, 끝나지 않은 전쟁은 바로 한국전쟁”이라고 바로잡았다.

김정수 상임대표는 “제발 이제는 북한에 대한 적대시 정책을 해소하는 길, 대화의 길, 관계 정상화의 길을 찾으라”고 호소하고 문재인 대통령에게 “이번에 미국 바이든 대통령을 만나 담대한 협상을 이뤄내시기 바란다”면서 “북한과의 신뢰를 쌓을 수 있는 첫 발자국, 평화의 이니셔티브를 채택할 수 있는 이번 정상회담이 되길 바란다”고 당부했다.

이정아 경기여성단체연합 상임대표는 “민통선내 여성의 삶이, 지뢰피해 여성이, 기지촌내 미군 위안부의 삶과 기지촌내 주민여성들의 삶”이 있음을 예시하며 “군사화로 점철된 DMZ를 경계로 오늘도 일상을 살아내는 이 여성들의 삶이 대다수가 전쟁과 맞닿아 있다”고 일깨우고 “실질적 평화를 위한 진전된 결과를 내놓길 요구한다”고 밝혔다.

한미미 세계YWCA 부회장은 “이번 한미정상회담은 남북미 관계의 막힌 고리를 풀어주고 한반도를 평화프로세스의 궤도에 다시 올리는 평화의 마중물이 반드시 되어야 한다”며 “유엔 대북제재보다 더 강력한 미국의 세컨더리 보이콧은 북한을 국제무대에서 고립시킬 뿐만 아니라 북한 주민의 삶을 더 피폐하게 만들고 있다”고 지적하고 “미국 대북제재 완화를 통해서 한반도 비핵화의 논의에도 진전을 가져올 수 있을 것”이라고 강조했다.

한미경 전국여성연대 상임대표는 “지금의 한미동맹은 동맹이 아니라 예속”이라며 성주 사드기지 장비 반입을 둘러싼 주민과의 충돌 등을 예시하며, “한미간의 동맹강화가 아니라 남북간, 북미간 신뢰를 강화하는 논의를 진행해야 한다”고 주장하고 △8월 한미군사훈련 중단, △대북제재 완화와 북미대화 재개 △아시아평화와 한반도 평화를 위한 군사적 완화 등을 제시했다.

5.24 평화와 군축을 위한 세계여성의 날을 맞이하여

“한미정상은 한반도에서 분단의 적대적 관계를 해체하여 지속가능한 평화체제로 나아갈 기반을 마련하라!”

오는 5월 21일(금) 미국 워싱턴에서 한미정상회담이 열릴 예정이다. 바이든 대통령의 임기 100일에 즈음하여 대북정책 검토를 마치고 열리는 이번 정상회담은, 문재인 대통령 임기 만료 1년을 앞두고 한반도가 다시 평화로 나아갈 수 있을지 아니면 긴장과 불안으로 되돌아갈지 가늠할 매우 중요한 분기점이 될 것이다.

이에 한국과 세계의 여성단체들은 이번 한미정상회담에 바라는 의견을 다음과 같이 밝히고자 한다.

첫째, 한미정상은 2018년 양국이 북한과의 관계에서 각각 도달한 선언과 합의, 즉 4.27 판문점선언과 6.12 싱가포르 합의의 실질적 이행을 위한 구체적 방안을 마련해야 한다. 무엇보다 현재 남북 사이에, 그리고 북미 사이에 신뢰가 거의 없다. 신뢰는 상대방의 입장을 헤아리는 데서부터 출발한다. 한미정상은 신뢰를 쌓고 대화의 문을 열기 위해 북한이 지속적으로 요구한 대북 적대정책 철회를 위한 첫 걸음을 내딛어야 한다. 남북관계 재개와 북미관계 정상화의 출발점은 8월로 예정된 한미연합군사훈련 중단에 합의하는 데서 시작될 수 있다.

둘째, 최근에 미국은 새로운 대북정책을 ‘조정된 실용적 접근’이라 밝혔다. 한미정상회담은 미국이 북한에 대해 제안할 평화 이니셔티브을 발굴하는 장이 되어야 한다. 북한은 강대강, 선대선이라는 대화의 원칙을 표명했다. 대화의 악순환도 선순환도 가능하다는 북한의 입장을 고려한다면, 미국은 북한과의 대화를 위한 조건을 내세우기 보다는 조건 없는 대화의 문을 열어야 한다. 동시에 공석으로 남아있는 대북정책특사를 조속히 임명하여 대북대화를 실질적으로 전개하기 바란다.

셋째, 이번 한미정상회담에서 다뤄질 한미관계의 현재와 미래는 양국의 관계 발전뿐만 아니라 동북아 지역의 공존과 평화 구축에 기여하기를 바란다. 한반도의 평화는 지역의 평화와 함께 가야 하는 구조적 성격이 있다. 미중 경쟁과 신냉전 출현에 대한 우려가 깊은 이때에, 사드 배치 공식화나 새로운 무기 체계의 한국 배치와 같은 지역의 군사적 긴장을 촉발하는 결정이 이뤄지지 않기를 바란다.

우리 여성들은 감염병 확산과 기후변화의 위기 속에서 협력과 공존의 중요성을 절감하고 있다. 한미정상이 추구해야 할 우선적 가치는 한반도 주민의 생명과 안전이다. 이를 위해 한국전쟁 후 지금까지 70년 이상 지속된 군사적 대결과 갈등이 아니라 아직도 끝나지 않은 한국전쟁을 완전히 종식하고 평화체제로의 전환에 대한 공감대가 형성되어야 한다.

그런 의미에서 이번 한미정상회담에서 신뢰에 기초한 북미관계의 출발시킬 수 있는 방안을 마련하여, 이를 통해 한국전쟁의 완전한 종식, 북미관계의 정상화, 대북 제제의 해소와 한반도의 비핵화, 나아가 한반도의 모든 주민들이 염원하는 지속 가능한 한반도 평화체제로 진전될 수 있는 기반을 마련하기 바란다.

Press conference statement of women's organizations
on the Republic of Korea-U.S. Summit on the occasion of
May 24 International Women’s Day for Peace and Disarmament:

"The presidents of the Republic of Korea and the U.S. should dismantle the hostile relationship caused by division on the Korean Peninsula and lay the foundation for a lasting peace regime."

The ROK(Republic of Korea, South Korea) and the United States will have a summit in Washington D.C. on May 21, 2021. As the United States has completed its review on the DPRK(Democratic People's Republic of Korea, North Korea) policy, the summit will be a crucial turning point in the Korea Peace process whether to make meaningful progress or to roll back to the past of tension and anxiety under the situation that President Moon’s term remains one year.

women’s organizations in South Korea and around the world, would like to express our demands for the summit as follows.

First, the presidents of the ROK and the U.S. should come up with specific measures to implement agreements in 2018 such as the Panmunjom Declaration between the two Koreas in April, and the U.S.-DPRK joint statement in Singapore in June. Since there is little trust between South and North Korea, and between the DPRK and the U.S., it needs that trust building starts with mutual understanding. The presidents of the ROK and the U.S. should take the first step of withdrawing their hostile policy on the DPRK, which the DPRK has demanded. Suspending the ROK-U.S. combined military exercises in August can play a role of a meaningful point for resuming talks for inter-Korean relations and normalizing the DPRK-U.S. relations.

Second, the U.S. recently explained that their DPRK policy would pursue ‘a calibrated and practical approach’ that is open to and will explore diplomacy with the DPRK. The ROK-U.S. summit should serve as a venue for developing initiatives for peace that the U.S. will propose to the DPRK. The DPRK stated their principle of power for power and goodwill for goodwill. Considering the DPRK’s position that a vicious and virtuous cycle of dialogue is possible, the U.S. should open the door to unconditional dialogue rather than presenting conditions for dialogue with the DPRK. At the same time, President Biden should appoint a special envoy for the DPRK policy which remains vacant as soon as possible and develop the practical dialogue.

Third, we hope that the two leaders discuss not only the development of the two countries' relationship but also how to contribute to co-existence and peace-building in Northeast Asia at the summit for the present and the future of the ROK-US relations. Peace on the Korean Peninsula has a structural nature that must go with peace in the region. At a time when there is a lot of concern about the U.S.-China competition and possible rising of the new Cold War era, we hope that there will not be a decision to set off military tension in the region, such as formularization of the THAAD deployment or deployment of new weapons systems in South Korea.

We have realized the importance of cooperation and coexistence amid the COVID-19 situation and the climate crisis. The priority values that the summit of the ROK and the U.S. should pursue are the lives and safety of people in the Korean Peninsula. To this end, a consensus should be formed on a formal end of the Korean War and the transition to a peace regime instead of the military confrontation and conflicts that have lasted more than seventy years since the Korean War.

In this sense, we hope that the ROK-U.S. summit will develop a way to start the U.S.-DPRK relations based on trust and pave the way for a formal end to the Korean War, normalization of the DPRK-U.S. relations, relief of sanctions against the DPRK, the denuclearization of the Korean Peninsula, and establishment of a lasting peace regime for people on the peninsula.
