<진실은 침몰하지 않는다> 백악관앞 <세월>호2주기추모규탄집회 열려 ... 2차평화미국원정 35일째

<세월>호참사 2주기를 맞아 <세월>호진상규명·박근혜정권퇴진을 촉구하는 규탄집회가 15일 미백악관앞에서 열렸다.

평화미국원정 35일째인 이날 12시 평화미국원정단과 미주양심수후원회 공동주최로 열린 집회에는 사람사는세상워싱턴, 앤서(ANSWER Coalition), 카톨릭워커(Dorothy day Catholic Worker) 회원들이 참여해 <세월>호2주기를 추모하고 조속한 진상규명 등을 촉구했다.

2014년 4월 16일 오전 8시50분경 제주도로 향하던 여객선 세월호가 침몰했다. 이 사고로 인해 탑승인원 476명 중 295명이 사망하고 9명이 실종되었다. 특히 세월호에는 제주도로 수학여행을 가던 고등학생들이 대부분이었다. 하지만 지금까지 실종자 수색과 세월호인양은 이뤄지지 않았고 사건의 진상규명, 책임자처벌은 오리무중이다.

지난 2년간 유가족들은 <세월>호참사의 진상규명을 위해 세월호특별법제정을 요구하며 600만명이상의 서명을 받았다. 그러나 제정된 세월호특별법은 특별조사위원회의 독립적인 수사권과 기소권을 보장하지 않아 제대로 된 진상규명이 불가능하다는 평가가 줄을 이었다. 제정이후 조사범위를 정부자료범위로 축소하고 특별조사위원회의 민간조사위원보다 공무원인 사무처장에게 더 큰 권한을 부여하는 내용의 이른바 <쓰레기시행령>이 시행되면서 세월호의 진상규명은 무엇하나 제대로 이뤄진 것이 없는 상황이다.

시위대는 <세월>호참사의 희생자 추모와 조속한 실종자 수색 및 세월호인양의 마음을 담아 <천개의 바람되어>를 부르며 집회를 시작했다.

사회자는 <우리는 304명의 비극적인 죽음을 기억하기 위해서 여기에 왔다. 지난 2년간 누가 왜 <세월>호참사를 저질렀는지 알아내기 위해 계속 싸워왔다.>며 <국가정보원이 세월호의 실소유자로 드러났으며 이번 사건은 무고한 304명의 생명이 그냥 내버려지도록 명령한 것이나 다름없다.>고 규탄했다.

이어 평화미국원정단 이민경단장은 <세월호를 보면 천안함 사건이 떠오른다. 둘 다 지금껏 사고의 원인을 모른다는 것도 유사하다. 특히 <세월>호사건은 지금껏 왜 일어났는지, 왜 진상규명조차 이뤄지지 않는지 모든 것이 의문투성이다.>면서 <진실을 은폐하고 있는 박근혜정권이 퇴진하지 않는 한 사건의 진실은 절대 알 수 없을 것이다. 시작부터 부정선거로 당선된 정권, 국민을 감시하기 위해 외국의 해킹프로그램을 구입하는 정권, 남북관계를 전쟁으로 몰아가는 정권, 사고이후 7시간동안 종적이 묘연한 대통령을 그대로 두고서는 진실이 제대로 밝혀질 리 없다. 세월호의 진실을 찾는 길은 박근혜정권퇴진으로부터 시작해야한다.>고 주장하며 진실을 인양하기 위한 평화원정단의 투쟁은 멈추지 않고 계속될 것이라고 밝혔다.

카톨릭워커의 캐시는 <원정단을 통해 <세월>호참사를 알게됐다. 학생들은 단지 수학여행을 가는 길이었다. 알 수 없는 이유로 사고가 났고 남코리아정부는 사고 직후에도 아무도 구조하지 못했다. 아니 하지 않았다.>며 <놀라운 것은 세월호의 소유주가 국가정보원이라는 것이다. 남코리아정부는 당장 진상규명과 책임자를 처벌해야 한다.>고 촉구했다. 그러면서 <9.11사건을 누가 저질렀는지 뻔히 알 수 있는 것처럼 <세월>호참사의 주범이 누구인지도 변하지 않는다. 남코리아사람들이 원하는 <세월>호사건의 진실은 절대 침몰하지 않는다.>고 덧붙였다.

미국 최대의 반전평화단체 앤서 회원인 마이크는 단체에서 준비해온 성명서를 낭독했다. 그는 «세월>호참사는 박근혜정권의 부실한 관리와 무책임함 때문에 300명이 넘는 사람들이 죽고 실종된 근래 역사상 가장 큰 해양재난사고이다. 이 사고를 재난으로 키운 남코리아정부는 이에 대해 완전한 책임을 져야함에도 박근혜<대통령>은 <세월>호참사를 교통사고와 비교하며 직접적인 사과조차 하지않았다.>며 <남코리아정부는 진상조사를 진행하지 않을 뿐만 아니라 심지어 막고 있다. 이는 1940년대 코리아분단 이래 이승만독재정권때부터 이어진 똑같은 술책이다. 남코리아정부는 선적규정을 강요로 여기고 이를 위반하기 급급한, 남코리아에 미군이 주둔하는 것을 당연한 것으로 여기는 부자들만 책임지려한다.>며 박근혜정권이 당장 퇴진해야 한다고 요구했다.

참가단체 발언에 이어 시위대는 한글과 영어로 된 성명서를 각각 낭독하며 <세월>호진상규명·박근혜정권퇴진을 강력히 촉구했다.

백악관을 지나는 많은 관광객들이 걸음을 멈추고 세월호와 관련된 발언들과 성명서를 주의깊이 들으며 집회를 지켜보았다. 관광객들은 집회참여자에게 <세월>호사건이 왜 일어났는지, 남코리아정부가 어떻게 대응했는지 등을 물어보며 조속히 해결될 것을 바랬다.

시위대는 끝으로 <진실은 침몰하지 않는다> 노래에 맞춰 율동을 추며 집회를 마무리했다.

한편 이번 2주기추모행사는 전 세계적으로 진행됐다. 안산을 비롯한 국내 곳곳과 미국, 영국, 뉴질랜드 등 해외 32개 도시에서 추모행사를 개최했으며 서울 광화문 2주기 추모문화제에는 1만2천여명이 참석했다.

그러나 13일 20대총선 직후에 열린 이날 세월호2주기추모행사에 새누리당, 더불어민주당, 국민의당은 참여하지 않았다.

참다운 <세월>호진상규명은 박근혜<정권>퇴진투쟁뿐이다

304명의 어린 생명들을 무참히 앗아갔던 세월호참사 2주기를 맞이합니다. 여전히 책임자처벌은 이루어지지 않고 있고 그 실체적 진실은 미수습자 9명, 세월호와 함께 진도 맹골수도의 거센 바닷물 속에 가라앉아 있습니다.

아직도 세월호가 왜 침몰했는지, 승객들을 구출하지 못한 이유가 무엇인지, 미흡한 후속대책의 책임은 누가 질 것인지 그 어느 것도 밝혀진 것이 없습니다.

우리가 알고 있는 사실은 승객들에게 가만히있으라 방송했던 것이 선장의 지시였다는 점, 세월호의 실소유주가 국가정보원이었다는 사실 뿐입니다. 이러한 초보적 사실들조차도 유가족과 국민들의 피어린 투쟁이 아니었다면 드러날 수 없었을 것입니다.

우리는 세월호참사의 원흉이 부정선거로 민주주의와 주권을 빼앗아 간 사대매국노 박근혜 그리고 그 충실한 하수인인 정보원이라는 명백한 사실에 주목합니다. <감추는 자가 범인>임을, 지금 이 순간에도 진상규명을 막는 자들이 바로 <세월>호참사의 주범임을 모두 알고 있습니다.

의문의 7시간동안 사라졌던 박근혜는 300명이 넘는 사람을 수장시킨 것도 모자라 평생토록 유족들에게 슬픔과 고통을 강요하고 있습니다.

또한 박근혜<정권>은 언제 터질지 모르는 한반도의 핵전쟁위협과 비정규직 1000만명, 가계부채 1200조 등 헤아릴 수 없이 많은 반민족적 반민중적 파쇼정책을 밀어부치며 갈수록 침몰시키고 있습니다. 박근혜<정권>이 권력을 내려놓지 않는 한 제대로 된 진상규명은 불가능합니다. 애시당초 사건을 축소은폐하기 위한 박<정권>의 거짓모략만이 있어왔습니다.

세월호 2주기를 맞는 4월 16일, 우리는 이미 명백히 드러난 <세월>호학살의 주범인 박근혜<정권>의 퇴진만이 사건의 진실을 밝히고 304명의 원혼들을 달랠 수 있는 유일한 길입니다.

이제 당당히 거짓과 부정의에 맞서 진실을 인양하기 위한 전민중적 투쟁을 강력히 전개해야 합니다.

민중의 단결만이 승리할 수 있다는 진리를 확신하며 다음과 같이 촉구합니다.

The ultimate truth of the Sewol massacre could be achieved only through the struggle against traitor Park.

Now we have 2nd anniversary of Sewol Ferry disaster which took to kill 304 little one's lives. Still those being responsible were not punished enough, and substantial truth is still undermined in the bottom of the sea in the South Jeolla Province with nine bodies of the victims and Sewol Ferry.

None of these has come to light. Still why sinking of ferry Sewol happened, why did the government failed to rescue people and who will take responsibility for improper measures.

The only things we know are that captain commanded passengers to death in announcing “stay as you are”, and the owner of Sewol Ferry turned out to be National Intelligence Service (NIS). Furthermore, we could not have been able to revealed these fundamental facts without life-and-death struggles of the family members and people in protest.

We pay attention to the obvious facts that main culprits of Sewol Ferry disaster are President Park Geun-hye who was corruptedly elected and stealed the democracy and sovereignty as a traitor and the National Intelligence Service (NIS), the faithful puppet as well. Everyone knows that the main culprit of Sewol Ferry disaster is the one who tries to undermine the truth by preventing the independent investigation even at this moment.

Furthermore, president Park Geun-hye having killed 304 innocent lives in being irresponsibly absent for the first 7 hours of the accident, forces the family members of the missing people with cries and sorrow all life.

Also the Park regime sink the South Korea from innumerable anti-national, anti-people of fascist policies more every day, and war may explode any time on the Korean peninsula, such as a nuclear threat, 10 million temporary workers and 800 million 7 thousands dollars in households debt. It is impossible to go properly independent investigation, as long as the Park regime puts down a power. To begin with, there have been only untruth plot of the Park regime to whitewash.

Marking the second anniversary of the tragic sinking of Sewol Ferry on Apr. 16,

The truth of the Sewol Ferry has been clearly disclosed. We have to fight against traitor, Park to step down to reveal the ultimate truth and appease the innocent souls of 304 children.

Now we should strongly open out national strike against untruth and unjustice to get the truth.

We believe the truth that the people united will never be defeated and we call for :

1) The untruth can't win the truth!

2) Implement an Independent investigation of Sewol Ferry disaster!

3) Salvage the Sewol Ferry!

4) Step down Park Geun-hye!

동지여러분!

앤서는 세월호 참사 유가족들과 함께할 것이다. 박근혜정권의 극단적인 직무 유기, 부실관리 그리고 무책임한 태도가 발생시킨 사상 최악의 해양조난사고로 인하여 300명이 넘는 사람이 죽거나 실종됐다. 476명의 탑승자 중 300명이상의 고등학생들이 수학여행을 가던 중 참사를 당했다.

스테이튼섬 여객선과 같은 상업용 여객선이 갑자기 침몰하기 시작하고 반쯤 가라앉은 선상에서 사람들이 살려달라고 절규하는 모습을 상상해보라. 남코리아정부는 참사를 빚어낸 부실관리 책임을 면할 수 없음은 물론이고 사고 시점부터 현재에 이르기까지 당국의 대처는 철저히 무능했다. 구조작업에 수시간이 소요되었다. 세월호에 갇혔던 탑승자들 중 그 누구도 구조되지 못했다.

남코리아정부는 안전기준위반에 대한 비판을 회피했을 뿐만 아니라 승객과 선원들에 대한 구조가 끔찍할 정도로 실패했음에도 오히려 정부의 잘못된 대응을 비판한 사람들을 검열했다.

남코리아 박근혜대통령은 공식석상에서 세월호참사로 죽은 사람들을 언급하며 <매년 발생하는 교통사고 사망자 수보다 적다>는 망언까지 일삼았다. 박근혜대통령은 직접적으로 사과조차 하지 않았다.

남코리아정부는 세월호참사에 대한 공정한 진상조사를 수행하지도 않았고 심지어 진상조사를 방해했다.

이는 1940년대 남북이 분단된 이래로 악랄한 이승만정권이후 반복된 남코리아정권의 행태를 규정하여 온 무책임한 행태다. 남코리아정부는 “민주주의의 신호등”이 아니며 미국 민중의 벗도 아니며 코리아민중의 벗 또한 명백히 아니다. 수만에 달하는 외국 군대를 주둔시킨 그 어느 정부도 자유롭고 민주적이며 믿을만하다고 할 수 없다. 남코리아정부는극소수 부유층, “억압”이라는 안전 규칙만을 존중하는 지배층들 그리고 더 나아가 3만명에 이르는 주남미군 덕분에 자신들의 이익을 보장받는 월가의 자본가들에게만 미더운 정부이다.

박근혜정권 퇴진하라 !

고문과 검열 중단하라 !

남코리아정부는 당장 민주주의 실시하라 !

The ANSWER Coalition stands with the families of those lost in the Sewol disaster. Thanks to the extreme negligence, mismanagement and irresponsiveness of the Park government, over 300 people are dead or missing in one of the biggest maritime disasters in recent history. Of the 476 people on board, over 300 were high school students on a field trip—many of who were lost in the disaster.

Imagine a commercial ferry—little different than the Staten Island Ferry or any other—suddenly sinking, claiming the life of over half onboard. Not only was the South Korean government partly responsible for the glaring oversights that led to the disaster, but its response is and has been since the start of the disaster completely inadequate. It took several hours to get a sizable rescue operation in action. Almost none of those trapped inside the Sewol—the vast majority of the passengers—were rescued.

Despite its ghastly failure to rescue the passengers and crew, the South Korean government has not only avoided criticism for failing to adequately maintain safety standards, but censored those who have criticized the government’s response. South Korean President Park Geun-hye went on record saying the number of dead in the ferry tragedy was "not many, compared with the number of people killed in traffic accidents each year.” She has not directly apologized for the disaster. The South Korean government has neither conducted nor even allowed a full, impartial investigation into the disaster.

This is the same pattern of irresponsible cronyism that have defined the South Korean government’s activity since Syngman Rhee’s brutal dictatorship in the 1940s when Korea became divided into North and South. South Korea is not a “beacon of democracy” nor a friend of the American people. It is certainly not a friend of the Korean people. No government which shelters tens of thousands of foreign troops can be called free, democratic or accountable. As the Sewol disaster shows, the South Korean government is only really accountable to the super-rich, whether they be shipping magnates who deemed safety regulations “oppressive,” but also—thanks to the 30,000 American soldiers stationed there—to Wall Street.

We stand to say all U.S. troops out of Korea! Down with President Park! No more torture or censorship! Democracy in South Korea now!
